OBECN\u00c9 INFORMACE<br \/>Sv\u011b\u0159en\u00ed nemovitosti do dlouhodob\u00e9ho pron\u00e1jmu s povinnost\u00ed rekonstrukce podle \u010dl. 3-bis z\u00e1konn\u00e9ho na\u0159\u00edzen\u00ed D.L. \u010d. 351\/2001, p\u0159eveden\u00e9ho do podoby z\u00e1kona \u010d. 410\/2001 spo\u010d\u00edv\u00e1 v p\u0159evodu pr\u00e1v u\u017e\u00edvat nemovitost k ekonomick\u00fdm \u00fa\u010del\u016fm na p\u0159edn\u00ed soukrom\u00e9 subjekty, kter\u00e9 budou vybr\u00e1ny ve ve\u0159ejn\u00e9m v\u00fdb\u011brov\u00e9m \u0159\u00edzen\u00ed a budou spl\u0148ovat p\u0159\u00edslu\u0161n\u00e9 ekonomick\u00e9, finan\u010dn\u00ed, odborn\u00e9 a technickoorganiza\u010dn\u00ed po\u017eadavky, po \u010dasov\u00e9 obdob\u00ed pot\u0159ebn\u00e9 k dosa\u017een\u00ed hospod\u00e1\u0159sk\u00e9 a finan\u010dn\u00ed rovnov\u00e1hy investi\u010dn\u00edho pl\u00e1nu a souvisej\u00edc\u00ed spr\u00e1vy nemovitosti, jeho\u017e maxim\u00e1ln\u00ed trv\u00e1n\u00ed m\u016f\u017ee b\u00fdt 50 let a kdy bude provedena rekonstrukce a revitalizace a zaji\u0161\u0165ov\u00e1na b\u011b\u017en\u00e1 a mimo\u0159\u00e1dn\u00e1 \u00fadr\u017eba nemovitosti. A to za poplatek-n\u00e1jemn\u00e9, jeho\u017e v\u00fd\u0161e se bude odv\u00edjet od tr\u017en\u00edch hodnot s ohledem na investice nezbytn\u00e9 pro rekonstrukci a revitalizaci objektu a na sn\u00ed\u017eenou po\u010d\u00e1te\u010dn\u00ed ziskovost operace.<br \/>Povinnost\u00ed n\u00e1jemce bude zvl\u00e1\u0161t\u011b:<br \/>&#8211; proveden\u00ed nezbytn\u00fdch prac\u00ed za \u00fa\u010delem rekonstrukce a revitalizace nemovitosti dle p\u0159edlo\u017een\u00e9ho Projektov\u00e9ho n\u00e1vrhu, s t\u00edm, \u017ee na sebe bere ve\u0161kerou s t\u00edm spojenou odpov\u011bdnost a p\u0159\u00edslu\u0161n\u00e1 ekonomick\u00e1 a finan\u010dn\u00ed rizika;<br \/>&#8211; v\u00fdkon u\u017e\u00edvac\u00edho pr\u00e1va k nemovitosti po dobu trv\u00e1n\u00ed n\u00e1jemn\u00edho vztahu p\u0159i sou\u010dasn\u00e9m respektu charakteru a povahy nemovitosti a p\u0159i dodr\u017een\u00ed p\u0159edpis\u016f a postup\u016f stanoven\u00fdch n\u00e1stroji \u00fazemn\u00edho pl\u00e1nov\u00e1n\u00ed m\u011bsta Prahy;<br \/>&#8211; uskute\u010d\u0148ov\u00e1n\u00ed, na vlastn\u00ed riziko, \u00fa\u010det a odpov\u011bdnost, ekonomick\u00e9 \u010dinnosti dle p\u0159edlo\u017een\u00e9ho Pl\u00e1nu provozu nemovitosti, s t\u00edm, \u017ee na sebe bere ve\u0161ker\u00e1 s t\u00edm spojen\u00e1 ekonomick\u00e1 a finan\u010dn\u00ed rizika;<br \/>&#8211; \u00fahrada n\u00e1klad\u016f a prov\u00e1d\u011bn\u00ed b\u011b\u017en\u00e9 a mimo\u0159\u00e1dn\u00e9 \u00fadr\u017eby nemovitosti po dobu trv\u00e1n\u00ed smluvn\u00edho vztahu.<\/p>\n<p>Na tento smluvn\u00ed vztah se neuplat\u0148uj\u00ed ustanoven\u00ed z\u00e1konn\u00e9ho na\u0159\u00edzen\u00ed D.Lgs. \u010d. 50 ze dne 18\/04\/2016, z\u00e1kon o smlouv\u00e1ch s ve\u0159ejn\u00fdmi subjekty o prov\u00e1d\u011bn\u00ed prac\u00ed, poskytov\u00e1n\u00ed slu\u017eeb a dod\u00e1vek prov\u00e1d\u011bj\u00edc\u00ed sm\u011brnice 2014\/23\/EU a 2014\/24\/EU, s v\u00fdjimkou v\u00fdslovn\u011b uveden\u00fdch z\u00e1konn\u00fdch ustanoven\u00ed.<br \/>Smluvn\u00ed vztah, kter\u00fd bude uzav\u0159en, se bude \u0159\u00eddit smlouvou, kter\u00e1 bude uzav\u0159ena s \u00fa\u010dastn\u00edkem vybran\u00fdm na z\u00e1klad\u011b nejlep\u0161\u00ed platn\u00e9 nab\u00eddky doru\u010den\u00e9 ve F\u00e1zi II tohoto \u0159\u00edzen\u00ed, kdy tato bude hodnocena s ohledem na tato krit\u00e9ria:<br \/>&#8211; ekonomick\u00e1 nab\u00eddka, tedy v\u00fd\u0161e n\u00e1jmu, stanoven\u00e1 na z\u00e1klad\u011b tr\u017en\u00edch hodnot, kter\u00fd se uchaze\u010d zav\u00e1\u017ee platit po dobu trv\u00e1n\u00ed nab\u00edzen\u00e9ho dlouhodob\u00e9ho pron\u00e1jmu dle hospod\u00e1\u0159sk\u00e9 a finan\u010dn\u00ed rovnov\u00e1hy Investi\u010dn\u00edho pl\u00e1nu a spr\u00e1vy nemovitosti. Pozitivn\u011b bude hodnocen n\u00e1vrh ro\u010dn\u00ed \u00fapravy nab\u00edzen\u00e9ho n\u00e1jemn\u00edho poplatku dle zm\u011bn indexu cen;<br \/>&#8211; doba trv\u00e1n\u00ed n\u00e1jmu vyj\u00e1d\u0159en\u00e1 v letech, p\u0159im\u011b\u0159en\u00e1 k dosa\u017een\u00ed ekonomicko-finan\u010dn\u00ed rovnov\u00e1hy. Doba trv\u00e1n\u00ed smluvn\u00edho vztahu nesm\u00ed p\u0159es\u00e1hnout 50 let a po\u010d\u00edt\u00e1 se od data uzav\u0159en\u00ed p\u0159\u00edslu\u0161n\u00e9 smlouvy.<br \/>&#8211; kvalita a mo\u017enosti projektov\u00e9ho n\u00e1vrhu, kter\u00fd bude odr\u00e1\u017eet historickou hodnotu nemovitosti a maximalizovat v\u00fdslednou hodnotu majetku po dokon\u010den\u00ed revitalizace dle ekonomick\u00e9ho z\u00e1vazku p\u0159edlo\u017een\u00e9ho projektu.<br \/>&#8211; v\u00edcelet\u00e1 zku\u0161enost v projektov\u00e1n\u00ed revitalizace nemovitost\u00ed a v oboru obchodu a provozov\u00e1n\u00ed nemovitost\u00ed.<br \/>Velvyslanectv\u00ed si vyhrazuje pr\u00e1vo v jak\u00e9mkoliv okam\u017eiku p\u0159eru\u0161it, z d\u016fvod\u016f, kter\u00e9 samo uzn\u00e1 za vhodn\u00e9, zah\u00e1jen\u00e9 \u0159\u00edzen\u00ed, ani\u017e by proti n\u011bmu mohly uchaze\u010dsk\u00e9 subjekty vzn\u00e9st jak\u00fdkoliv n\u00e1rok.<\/p>\n<p>2. P\u0158EDM\u011aTN\u00c1 NEMOVITOST<br \/>Nemovitost, je\u017e je p\u0159edm\u011btem t\u00e9to V\u00fdzvy, je pops\u00e1na v <strong><span style=\"text-decoration: underline;\"><a href=\"resource\/doc\/2020\/03\/all._1_piantine_e_foto_slavata.pdf\" target=\"_blank\" rel=\"noopener\">P\u0159\u00edloze 1<\/a><\/span>.<\/strong> Ve\u0161ker\u00e1 informa\u010dn\u00ed dokumentace pot\u0159ebn\u00e1 ke spr\u00e1vn\u00e9mu pod\u00e1n\u00ed projeven\u00ed z\u00e1jmu bude d\u00e1le k dispozici na ofici\u00e1ln\u00edch str\u00e1nk\u00e1ch Velvyslanectv\u00ed <a href=\"it\/\">https:\/\/ambpraga.esteri.it\/ambasciata_praga\/it\/<\/a>\u00a0 a bude mo\u017en\u00e9 se s n\u00ed takto sezn\u00e1mit po celou dobu trv\u00e1n\u00ed \u0159\u00edzen\u00ed.<br \/>Identifika\u010dn\u00ed katastr\u00e1ln\u00ed \u00fadaje nemovitosti: list vlastnictv\u00ed \u010d. 175, parceln\u00ed \u010d\u00edslo 520.<br \/>Objekt se vstupem z Thunovsk\u00e9 ulice \u010d. 25 m\u00e1 \u0161est podla\u017e\u00ed: 3 podla\u017e\u00ed s byty (celkem v po\u010dtu 16), jeden podkrovn\u00ed obyvateln\u00fd prostor a dv\u011b podla\u017e\u00ed \u010d\u00e1ste\u010dn\u011b pod \u00farovn\u00ed ter\u00e9nu (zastav\u011bn\u00e1 plocha 1407,00 m2 a u\u017eitn\u00e1 plocha 2.778,00 m2, objem nemovitosti 28.695,55 m3). Obsahuje tak\u00e9 fotodokumentaci um\u00edst\u011bn\u00ed pal\u00e1ce, jeho fas\u00e1d a n\u011bkter\u00fdch vnit\u0159n\u00edch prostor.<\/p>\n<p>Nemovitost se nach\u00e1z\u00ed v katastr\u00e1ln\u00edm \u00fazem\u00ed Mal\u00e1 Strana, pod Pra\u017esk\u00fdm hradem, v historick\u00e9 \u010d\u00e1sti m\u011bsta v bl\u00edzkosti samotn\u00e9ho centra. Renesan\u010dn\u00ed pal\u00e1c byl postaven v 16. stolet\u00ed. Hlavn\u00ed fas\u00e1da, s v\u00fdrazn\u00fdmi zdobn\u00fdmi \u0161t\u00edty a renesan\u010dn\u00edmi sgrafity, sm\u011b\u0159uje na z\u00e1meck\u00e9 schody. Fas\u00e1da sm\u011brem do spole\u010dn\u00e9ho dvora s Thunovsk\u00fdm pal\u00e1cem, s\u00eddlem Velvyslanectv\u00ed poch\u00e1z\u00ed z 19.stolet\u00ed. Fas\u00e1da vyhl\u00eddkov\u00e9 v\u011b\u017ee je z doby barokn\u00ed. M\u00edstnosti p\u0159\u00edzem\u00ed si zachovaly renesan\u010dn\u00ed klenby a v n\u011bkter\u00fdch m\u00edstnostech vy\u0161\u0161\u00edch podla\u017e\u00ed jsou zachov\u00e1ny \u0161tukat\u00e9rsk\u00e9 dekorace.<br \/>Pal\u00e1c je sou\u010d\u00e1st\u00ed 1. z\u00f3ny pam\u00e1tkov\u00e9 p\u00e9\u010de hlavn\u00edho m\u011bsta Prahy (na seznamu kulturn\u00edch pam\u00e1tek veden jako kulturn\u00ed pam\u00e1tka pod \u010d\u00edslem 1-648) a vztahuj\u00ed se na ni povinnosti stanoven\u00e9 z\u00e1konem 20\/1987 o st\u00e1tn\u00ed pam\u00e1tkov\u00e9 p\u00e9\u010di jako na objekt chr\u00e1n\u011bn\u00fd N\u00e1rodn\u00edm pam\u00e1tkov\u00fdm \u00fastavem i Magistr\u00e1tem hlavn\u00edho m\u011bsta Prahy. Proto nov\u00e9 vyu\u017eit\u00ed pal\u00e1ce a p\u0159\u00edpadn\u00e9 revitaliza\u010dn\u00ed z\u00e1sahy, kter\u00e9 bude t\u0159eba prov\u00e9st, budou muset b\u00fdt p\u0159edm\u011btem zvl\u00e1\u0161tn\u00edho projektu, kter\u00fd bude t\u0159eba p\u0159edlo\u017eit N\u00e1rodn\u00edmu pam\u00e1tkov\u00e9mu \u00fastavu.<\/p>\n<p>3. POVINN\u00c1 PROHL\u00cdDKA M\u00cdSTA<br \/>\u00da\u010dastn\u00edk je povinen absolvovat prohl\u00eddku nemovitosti, jej\u00ed\u017e term\u00edn a zp\u016fsob uskute\u010dn\u011bn\u00ed se domlouv\u00e1 s pov\u011b\u0159en\u00fdm pracovn\u00edkem Velvyslanectv\u00ed, pan\u00ed Kamilou H\u00e1lovou. N\u00e1v\u0161t\u011bvu je t\u0159eba si domluvit e-mailem na adrese <a href=\"mailto:kamila.halova@esteri.it\">kamila.halova@esteri.it<\/a> Osoby, kter\u00e9 se z\u00fa\u010dastn\u00ed prohl\u00eddky, mus\u00ed p\u0159edlo\u017eit platn\u00fd pr\u016fkaz toto\u017enosti a p\u0159i vstupu na m\u00edsto podepsat p\u0159\u00edslu\u0161n\u00fd formul\u00e1\u0159 zbaven\u00ed odpov\u011bdnosti za p\u0159\u00edpadn\u011b vznikl\u00e9 \u0161kody. <span style=\"text-decoration: underline;\"><strong><a href=\"resource\/doc\/2020\/03\/all_2_liberatoria_slavata_cz.docx.pdf\" target=\"_blank\" rel=\"noopener\">P\u0159\u00edloha 2<\/a><\/strong>.<\/span><br \/>Na prohl\u00eddce m\u00edsta mus\u00ed b\u00fdt p\u0159\u00edtomen statut\u00e1rn\u00ed z\u00e1stupce nebo pov\u011b\u0159en\u00e1 osoba vybaven\u00e1 za t\u00edmto \u00fa\u010delem plnou moc\u00ed subjektu, kter\u00fd se \u00fa\u010dastn\u00ed tohoto \u0159\u00edzen\u00ed. V \u017e\u00e1dosti o prohl\u00eddku m\u00edsta mus\u00ed b\u00fdt uvedena jm\u00e9na osob (maxim\u00e1ln\u011b t\u0159i), kter\u00e9 se j\u00ed z\u00fa\u010dastn\u00ed, jejich osobn\u00ed \u00fadaje a telefonn\u00ed \u010d\u00edsla.<br \/>Osob\u011b, je\u017e se prohl\u00eddky z\u00fa\u010dastn\u00ed, bude vystaveno potvrzen\u00ed o jej\u00edm absolvov\u00e1n\u00ed, kter\u00e9 se bude p\u0159ikl\u00e1dat k dokumentaci p\u0159edkl\u00e1dan\u00e9 v n\u00e1sledn\u00e9 f\u00e1zi \u0159\u00edzen\u00ed.<\/p>\n<p>4. P\u0158\u00cdPUSTN\u00c9 SUBJEKTY A PO\u017dADAVKY<br \/>\u0158\u00edzen\u00ed se mohou z\u00fa\u010dastnit v\u0161echny subjekty, fyzick\u00e9 i pr\u00e1vnick\u00e9 osoby, kter\u00e9 spl\u0148uj\u00ed po\u017eadavky stanoven\u00e9 touto V\u00fdzvou.<br \/>P\u0159ipou\u0161t\u00ed se \u00fa\u010dast jednotliv\u00e9ho subjektu i sdru\u017een\u00ed subjekt\u016f.<br \/>Nen\u00ed p\u0159\u00edpustn\u00e9, aby se jeden \u00fa\u010dastn\u00edk uch\u00e1zel v r\u00e1mci v\u00edce ne\u017e jednoho do\u010dasn\u00fdch sdru\u017een\u00ed podnik\u016f nebo b\u011b\u017en\u00fdch sdru\u017een\u00ed podnik\u016f, nebo aby se uch\u00e1zel i individu\u00e1ln\u011b, pokud se ji\u017e \u00fa\u010dastn\u00ed jako sou\u010d\u00e1st sdru\u017een\u00ed.<br \/>Je mo\u017en\u00e1 pouze \u00fa\u010dast subjekt\u016f, kter\u00e9 nespl\u0148uj\u00ed podm\u00ednky vylou\u010den\u00ed ze sout\u011b\u017ee podle \u010dl. 80 z\u00e1konn\u00e9ho na\u0159\u00edzen\u00ed D.Lgs. 50\/2016 nebo p\u0159\u00edpadn\u00fdch analogick\u00fdch ustanoven\u00ed m\u00edstn\u00ed pr\u00e1vn\u00ed \u00fapravy \u010dl. 57 transponovan\u00e9 sm\u011brnice 2014\/24\/EU.<br \/>V p\u0159ihl\u00e1\u0161ce k \u00fa\u010dasti mus\u00ed z\u00e1jemce u\u010dinit prohl\u00e1\u0161en\u00ed, na vlastn\u00ed odpov\u011bdnost a pod hrozbou trestu vylou\u010den\u00ed jeho \u017e\u00e1dosti, pokud tato nebude takov\u00e9 prohl\u00e1\u0161en\u00ed obsahovat, \u017ee spl\u0148uje n\u00ed\u017ee uveden\u00e9 po\u017eadavky, kter\u00e9 jsou stanoveny za \u00fa\u010delem prok\u00e1z\u00e1n\u00ed ekonomick\u00fdch a finan\u010dn\u00edch kapacit, odborn\u00fdch schopnost\u00ed a schopnost\u00ed spr\u00e1vy nemovitost\u00ed ve vztahu k p\u0159edm\u011btu tohoto \u0159\u00edzen\u00ed.<br \/>4.1 Po\u017eadavky odborn\u00e9 zp\u016fsobilosti<br \/>4.2 Po\u017eadavky ekonomick\u00e9 a finan\u010dn\u00ed kapacity, prokazateln\u00e9 prost\u0159ednictv\u00edm:<br \/>4.2.1 bankovn\u00ed reference potvrzuj\u00edc\u00ed spr\u00e1vnost a p\u0159esnost pln\u011bn\u00ed z\u00e1vazk\u016f v\u016f\u010di bankovn\u00edmu \u00fastavu \u010di zprost\u0159edkovateli a absenci pasiv v\u016f\u010di bankovn\u00edmu \u00fastavu \u010di jin\u00fdm subjekt\u016fm;<br \/>4.2.2 prohl\u00e1\u0161en\u00ed o obratu spole\u010dnosti. Celkov\u00e1 v\u00fd\u0161e \u010d\u00e1stky se bude vztahovat na posledn\u00ed t\u0159i roky p\u0159edch\u00e1zej\u00edc\u00ed datu zve\u0159ejn\u011bn\u00ed t\u00e9to V\u00fdzvy.<br \/>4.3 Po\u017eadavky na profesn\u00ed a technick\u00e9 schopnosti<br \/>Zda subjekt v posledn\u00edch t\u0159ech letech p\u0159edch\u00e1zej\u00edc\u00edch zve\u0159ejn\u011bn\u00ed t\u00e9to V\u00fdzvy prov\u00e1d\u011bl podobnou \u010dinnost, tedy rekonstrukce, revitalizace \u010di spr\u00e1vu nemovitosti.<\/p>\n<p>5.
